The thing to understand is that Ceuta is still in Morocco. So the hordes were invited in by the Spanish officials, in the sense that this time, the latest of thousands of attempts, the govt actually wants em in, with the collusion of the UK govt in Gibraltar, self governing aside as an irrelevance.
