There’s a difference between “first” and “to the exclusion of”

Zoomer and Orla were saying:

I’d suggest we do indeed care for girls of any kind, in Nigeria, China, wherever … plus Orla might even care about boys out there too, as we do … job prospects, marriage, education … it’s just that there’s a priority order … her daughters, obviously but a father with sons might put them first.

Plus when it comes to UK govt (read taxpayer) assistance, then the priority is native English, Irish, Scottish, Welsh first. Anything left over after that, we can discuss. But to say “don’t care” about anyone else … that’s a very young person response.

Then we get to ethnat versus civnat. What of someone from, say, Estonia, who paid his dues, came over fifty years ago, jumped through hoops, assimilated, participated, had children, grandchildren. Do we now tell him to get out? Zero assistance? Do we not instead just say native Brits first? Priority order, no? Plus no miscreants whatever.
