If the banner reads, “Sir Kier Starker is a wanker” then it could be seen as an accusation, and a possible public order offence. However, if the banner read, “Is Sir Kier Starker a wanker?” , is it merely asking a question, giving onlookers the opportunity to make their own minds up, and not an offence.
