Federalising DC? Is that something like the Corporation of the City of London or the Vatican, or have I misunderstood and it is already a state within a state which DJT is bringing back into the USA?

It’s federal property and used to be managed as such. Then it was rearranged so that it elected its own Mayor etc. It obviously hasn’t worked awfully well. But it was set up by Act of Congress so I don’t think the Prez can alter things – it’ll need Congress. Good luck with getting that bunch of lazy crooks to do anything useful.
